World's first AI bill on the horizon: major progress in EU talks

On Thursday local time, according to sources, after months of negotiations, the EU parties have agreed on theartificial intelligence (AI)The agreement on comprehensive rules for regulation marks the first global AI The bill is about to be born. This bill, once formally legislated, will provide the globalartificial intelligence (AI)Governance provides an important legal basis.

As generative AI tools become increasingly popular, the divide between governments and tech companies is growing. Like other governments such as the United States and the United Kingdom, the European Union has struggled to find a balance between protecting homegrown AI startups, such as France's Mistral AI and Germany's Aleph Alpha, and avoiding potential societal risks.

To address this issue, European Union policymakers have proposed a plan that would require developers supporting AI models to maintain information about how their models are trained, summarize the copyrighted material used, and tag AI-generated content. In addition, systems that pose a "systemic risk" would have to work with the Commission to adopt an industry code of conduct and would have to monitor and report any incidents with their models.

The introduction of this bill will be of great significance, marking a brand new stage in AI regulation. For the further development of the AI field, this bill will provide the necessary legal protection and support. At the same time, it will also have a demonstration and leading effect on AI governance on a global scale.

However, the specific contents and implementation details of the bill still require further negotiation and refinement. Before formal legislation is enacted, all parties still need to finalize negotiations and consultations on the relevant provisions. Nonetheless, this significant progress still raises expectations for the future, expecting AI technology to bring more opportunities and benefits to the development of human society on the basis of compliance with ethical and legal requirements.
