FCC considers legislation to ban AI-generated voices for phone scams

According to a new report from TechNews, the Federal Communications Commission (FCC) is looking into whether or not there should be legislation to ban the use ofAIGenerated voices for automated phone scams. In a recent statement, FCC Chair Jessica Rosenworcel noted that AI-generated voices carry a very high risk of fraud. It's one thing for humans to deceive each other, but when computers are able to mimic the voices of celebrities or other people to commit large-scale phone scams, it becomes a whole new kind of fraud.

The current Telephone Consumer Protection Act (TCPA) already explicitly prohibits the use of prerecorded voices for non-consensual automated phone dialing, Rosenworcel said, and she believes that AI-generated phone speech should now be included in the prohibition and explicitly outlined in the relevant law so that law enforcement agencies can better enforce and regulate it.

With the rapid development of generative AI technology, the problem of AI-generated fake news and fraud cases has become increasingly prominent. Local officials and legislators across the U.S. have voiced their support for this claim by the FCC and have begun working on related legislation. They plan to impose stricter regulation on AI-generated voice and text messages and establish corresponding penalties to curb the spread of fraud.

This FCC's consideration of legislation to prohibit AI-generated voices from being used in phone scams marks an important step for the U.S. government in combating tech crime and protecting consumer rights. It will also serve as a lesson and reference for other countries in dealing with similar issues.
